State ethics law prohibits a public servant from accepting anything of monetary value, at any time, from a person whose financial interests could be affected by the public official.
The ethics law allows a gift as part of a personal relationship provided that it is not related to the public servant's service or position and is made “under circumstances that a reasonable person would conclude that the gift was not given for the purpose of lobbying.”
